These accessories are crafted from level 51 recipes with Heavensward zone materials, in addition to being high quality rewards from various quests. They can also be bought (NQ) at various HW zone vendors.
This set is a combination of models, two of which that have existed since 1.0,   Rose Gold Earrings and   Ring of Lasting Shelter, plus Ribbons from Thornmarch (Extreme) (2.2) and Ifrit (Extreme) Bangles (2.1).
