Sasuke Kagekaushi was a Hingan Shinobi sent to Doma on a secret mission. While there, he learned of the peoples struggles under Seien Rijin, a brash young king who was unfit to lead. Feeling moved by the people's suffering, he sought out the brother of Seien, Shoen Rijin-whom the king imprisoned for attempting to reign in his various vices, and freed him. Working together, the two were able to overthrow Seien and put Shoen on the throne.
At the behest of Shoen, Sasuke stayed in Doma and formed the Shinobi-no-Sato, a hidden village deep in the Yanxia mountains. There, he trained others in the art of Ninjutsu, and helped protect the throne, setting in place a safeguard for the people of Doma should another who is unfit to rule take the throne.
