Riot Blade is an action unlocked at level 4. It is available for Gladiator / Paladin.
Related traits
Chivalry (Lv. 58) - Restores MP when using Riot Blade or Spirits Within.
Melee Mastery (Lv. 84) - Increases the potency of Fast Blade to 200, Riot Blade to 140, Royal Authority to 140, Holy Spirit to 350, Atonement to 400, Supplication to 420, and Sepulchre to 440.

Etymology
A riot is a form of civil disorder commonly characterized by a group lashing out in a violent public disturbance against authority, property, or people.
