In the following century after the establishment of Limsa Lominsa, piracy had grown massively in popularity, to the point where it had become the way of life for the sea-faring folk. Pirate groups constantly vied for supremacy amongst one another, and the lawlessness of the trade increased, spawning blood feuds and pirate wars. The Admiral of Limsa Lominsa. their formal leader, was assassinated, and replaced with Agatzahr Roehmerlsyn as his successor. Wishing to put an end to the bloodshed and lawlessness of the trade, he called together all the pirate leaders and outlined the rules of conduct that all pirates must follow. Eventually, the concrete ruleset was hammered out and agreed to by all the pirate lords. Thus, "The Code" was created, putting an end to over two decades of bloodshed.

In order to uphold and enforce "The Code", Agatzahr also creates a back alley enforcer group known as the Upright Thieves to dole out punishment to any who goes against "The Code". Agatzahr also temporarily expands his own reach as Admiral and imposes a tariff of looted goods. The funds from this were then funneled into the forming of the Knights of the Barracuda, the city-states navy. With their finances and numbers bolstered, they were able to succeed in claiming portions of land from the Kobolds, allowing for the further expansion of Limsan territory.
