In order to spawn this FATE, 3 FATEs involving Darkscale's underlings must be completed beforehand:

Additional Information
Vedrfolnir will leave at 20% hp and the fate will fail. 
Benediction is highly recommended.
Consider using multiple 
blue mages with 
Perpetual Ray to 
Stun lock the boss, or have the 
White Mage reset their Benediction cooldown by entering a duty with Unrestricted Party on and leaving.
Darkscale will primarily attack Vedrfolnir and only occasionally attack random players, regardless of enmity. Due to this, a tank is not necessary.
