The Mitsurugi Bakufu was the true ruling power in Hingashi, led by Kanzan Mitsurugi following the Age of Blood. The Mitsurugi Bakufu worked to unite the various clans of Hingashi under a single banner without robbing them of the freedoms they had spent almost a millenia fighting for. While it faced resistance from some clans, overall the people were quite happy to see an end to the bloodshed and were willing to cooperate with the government.
