They were previously exclusively obtained by upgrading Weathered Accessories. Existing Weathered Accessories can still be upgraded for 
100 at Drake in the North Shroud.
For this set Noct = Fending, Gloam = Slaying, Auroral = Aiming, Evenstar = Casting, and Daystar = Healing.
