Step 1. Reach level 25 and get the Eurekan Kettle from Gerolt

Step 2. Kill mobs or do Notorious Monster FATEs until your Kettle gauge fills up at least once

Step 3. Go to the Aetheryte at Geothermal Studies (I believe it was called - the far NW one, in any case), and go south until you hit the cliff; there are a few cliffs you can drop down onto here. Drop down onto the one that is farthest to the west, walk forward and past the sleeping Frozen Void Dragon, and into the cave where you will find the Crystal Forge. Examine the forge and confirm when prompted, and you will get 1 Frosted Protean Crystal for each bar of light that you have filled so far. Come back and do this as many times as you need to to get 31 Frosted Protean Crystals (5 for step 1, 10 for step 2, and 16 for step 3, IIRC) to complete your 370 relic step.
