Wandering Minstrel
Wandering Minstrel is a Hyur found in Mor Dhona. He provides unlocks for most high-end duties (most extreme trials, some savage raids, and all ultimate raids) by asking the player character to recount their original combat encounters. Lore-wise, high-end duties are the Minstrel's interpretation of the original encounters with several creative liberties that explain the more difficult mechanics compared to the normal-difficulty (story mode) encounters.

“"Ever since I first set foot in these lands, I have been haunted by a song."
This mysterious minstrel of undisclosed age and identity first garnered attention after issuing a poem that seemed to predict the arrival of the Seventh Umbral Calamity. So contentious was this piece that he was put in fetters on suspicion of fomenting public hysteria for a time. Despite this initial setback, he remained a prolific poet, and even penned the script for Feudal Fantasy, a stage drama performed in Kugane. While he spends a goodly portion of the year wandering, during the Rising he can invariably be found among the bustling crowds of Ul'dah.

The Wandering Minstrel is designed to reference how Producer/Director Naoki Yoshida looks in real life.
He also appeared for a time during the end of the Legacy version of Final Fantasy XIV, distributing the Goobbue mount to players that had reached level 30. The lore justification for the end of this distribution was a report of his arrest.
In The Path Infernal it is revealed he has the magical ability to actually put people into illusory environments, suggesting that the "Let us tell a tale" aspect of the duties he unlocks may be backed by a bit more of an immersive form of storytelling.
